It's true that Social Security has 2.4 trillion in IOU's from the Treasury for funds collected in excess of benefits paid, however this money has already been spent by the Treasury.  These IOU's also don't count towards the nationl debt, since they are both an asset (SSA) and a debt (Treasury) on the goverment's books....more
