I'm confused. Any state with a turnpike - NJ, PA, OH, MA...probably a lot more, already charge drivers by a the mile. You "clock in" when you get on the toll road and you you pay when you get off. The amount you pay is based off the distance you have driven. Isn't this basically charging by the mile?
I mostly agree. However, I just came back from a trip to Mexico where I purchased a block of cigarette's in Duty Free and ended up paying $2.80 per pack.
