If the USA has the money to send to other countries as aid for natural disasters...the USA should be able to give financial aid to victims of terrorist acts in this country....

What are Federal emergency funds for if not for this??  These people are victims and should not have to endure more suffering or hardship that what's now been imposed on them.  They should not have to pay any of the medical expenses from personal funds.

Scammers should be tried, found guilty, and made to pay the medical expenses and not be able to hide under bankruptcy........ or get life.
