One of the major hurdles for conversion from gasoline to natural gas is that .. the multi-national oil corporations control both oil and natural gas reserves. Until natural gas is separated from oil, the monopoly hold on energy development will restrain the conversion to natural gas power vehicles.

Classic Lady .. there is a third scenario .. where the Congress blocks any recovery effort of the POTUS .. and even flirts with the default of America's debt .. on items that they voted to spend Public money on and for the debt that has occurred under their management.
Congress has the power of the purse strings .. and can even over-ride a POTUS veto.
