I don't recall, except that i always tip generously, esp because tips and wonderful bosses helped me work my way through college (and the huge vet bills I had at the time). Got a good job and was able to save and parlay stock options to go on to law school to help underdogs.

Heck yeah. Even if I didn't want to, my little Lucy "lunges" in for kisses all the time. She will kiss anyone she can...OK, except the creeps trying to set up a woman alone for a robbery (sub-sub contractors for dish repair company)
Needless to say, we need to collect on those fines. For example, pet stores that sell cats and dogs just accumulate a bunch of fines and laugh at the gov agency. The powers that be complain about lack of resources, tight budgets, overcrowded jails, etc. I work with an ADA in an Animal Abuse Unit, and he says he does much better with punishment with fines.
