I was struck by the number of young girls coming in with unwanted pregnancies - a large number of whom worked at fast food businesses. If they had been insured, Medicaid taxpayer monies

Having worked in Social Services for 40 years, I know that fraud is quite rare. Recipients must comply with literally thousands of regulations. Employees are rigorously monitored. Consider U.S. Banking and large corporations where fraud and evading regulations is an art form.
