BeeinKC9 has it exactly right.  The Fannie Mae requirement to include foreclosures and short sales in the comps has completely stalled the market.  Home shoppers are willing to pay more for a good, non-foreclosed home but with the appraisal regulations the way they are, that deal won't close unless it's all cash.
