I have and idea. Let's pass a law that says all the interest that is made off of IRS refunds be used to pay the China debt off and get them out of our pants before we regret it.

yeah let's make sure we don't give the government an interest free loan. Instead let's take that money and put it in a savings bank and draw one quarter percent interest and let the bankers we bailed out make 5,6 or 7 percent interest. Sounds like a heck of a deal to me.  NOT!!!!!!
