They do this all the time to boys of 18 who have girlfriends under 18--especially when the relationship is inter-racial. They tested it by using the GPS data from Japan on the days surrounding the quake. They tested it and found that they could have predicted within 3 minutes. That is, they used archival data to see if it would have worked.

Read the article again--the data could be gathered in just three minutes, allowing the alert to be given within minutes. The present system is inaccurate--it tends to take 5-10 minutes just to know there is a problem, and even then, it underestimates the size.
