The most (and least) livable states

It seems like the livability rating of a state is inversely proportional to the smoking rate.  Ever wonder how much better life in general  would be for everyone if everyone just quit smoking.  My observation has been that those least able to afford it do it the most.

You must drive with a very heavy foot.  My 1995 Grand Marquis always gets between 27 mpg and  31 mpg on the highway.  I paid $4,000 for it 7 years and it's been a great car.
