People must remember that these are poor countries. Imagine patrolling a country twice the size of Rhode Island 24-7. Rhode Island surely has more law enforcement agents than the Park can possibly afford yet Rhode Island still has all kinds of serious crimes including murder.
Kill all the people who create the demand? Hmmm. I wonder if that would work as a solution to the world's illicit drug trafficking? Where is the world's largest market for those drugs? Why here in the good old USA , of course.

Our grandparents solution to the problem of 'surpplus food' were pigs and chickens. Everything we could not or would not eat was recycled and turned in to nutritious food.
