This mandate was given by the Bush Congress. The post office cannot do anything unless approved by Congress. They have never been allowed to run as a business. As a retired postal/air force employee I would just like to say that I am thrilled with my $900 per month/no benefits retirement plan. Pay part of my life insurance, could not afford the medical. Had to wait 2-1/2 years for medicare before I had medical coverage.
