Why medical bills are a mystery

Uh, medical bills are most definitely able to be discharged in chapter 7 bankruptcy.  Why do you think one of the leading causes to bankruptcy is medical bills and a lot of economists have discussed why we need a special medical bankruptcy to differentiate the two?
