North Dakota’s money and banking reserves are being kept within the state and invested there. The BND’s loan portfolio shows a steady uninterrupted increase in North Dakota lending programs since 2006.

North Dakota has a budget surplus this year of $1.2 billion. North Dakota owns it's own bank and is able to create money through the magic of fractional reserve banking. Cash starved states may want to consider this option.
