if Northern Virginia was separate from the rest of Virginia, that would definitely be on this list. Sometimes I wonder if we up North pay for programs for those in the Central and Southern parts of Virginia (Hillbillies, Republicans, where Unemployment is higher, etc.)
The problem with doing this (and I did this for the past decade) is it makes you over-spend. I also pay all of my CC bills on time (and pay no interest on purchases).
