It sounds like a good idea on paper, but it would only work if the smoker actually WORE the thing.  And let's be real here...if someone's lying to himself and everyone else about how much he smokes, he's not gonna wear it.

Yeah...as in,"C" for "curve."  I always hated curved grades because I didn't have an honest idea of how I was rally doing.  Eliminate the darn curve...  Oh, no.  Wait.  Can't do that; too many students would probably fail.
