There is no perfect place. Where ever you go you will have crime because people bring it with them. Just make sure you get involved with your community leaders and get to know your neighbors.

If debt is in your mother's name then all you needed to send them was a copy of her death certificate (sorry for your loss). You are not liable for her debt. Send the collection a copy as well and forget about it. They can write it off as a loss.
