Not being able to afford to tip is not always the reason people don't tip, Popeye. I tip based on service, if it's poor service they get a very small tip, if any. If it's great service, they get a large tip.  You need to grow up.

A tip is for great service, or least decent.  Why do I have to give a lazy, sourpuss server a tip when I have to beg them for a refill ... or grab another server to get me one?  Those people KNOW going in what their wages are and if they want good tips, then they should at least do their job of keeping me with refills ...more
