The officers are scared to make a decision.  They simply cannot let anything be.  If this b.s. is to be rightfully dismissed, you have to go after the Chief of Police, or Mayor on this one.  Put a couple of news camera's and microphones on either one and see what happens.  Nothing will get done at the patrol level.
