Issuing tickets when no law has been broken?  Isn't that itslef an unlawful act, and would it not make the police criminals?  Take the ticket and file charges, using the ticket as prima facie evidence of crimnal acts by cops.  Sue, sue, sue!  If you don't hit them in the pocket, they will never learn.
