If you believe this is genuinely abuse, then you've never seen real abuse. It might not be to your taste, but these pups are probably loved and cared for. Way better for someone to giggle while putting tights on an unresisting dog than to hit them or not feed them or neglect them.
The weirdest thing? Our corgi is just a normal dog, but our beagle-mix is very prim and proper.
