The thing is though that a lot of those hotels are franchises and the brand goes and inspects the hotel to make sure it is up to code.  So a lot of the time it is the brand's fault that these hotels are still able to even operate.  Sure the owners of the individual hotels still need to keep them clean and running well ...more
