Yes that's the way it generally works. It's set up as a Tax Treaty between the U.S. and the respective country. Just a few caveats. My wife and I are suing a person who maliciously caused us great financial harm and who we can only sue as a civil case. It makes me sick that if we can get a judgement, he can simply go through bankruptcy and have the judgement discharged. It's not all about corporations against unfortunates.
