The market started to Tank, right after Demo's. took the HOR and Senate in January of 2007.  You might be able to do Math, (Yes, the Dow is up since Jan. of 2009), but you fail miserably at History.  G.B. was a Lame-Duck Prez. for the last 2 yrs.  Obama inherited this Misery from his OWN PARTY.
