The housing mess was caused by members of Congress demanding that banks etc make unsafe loans to unqualified buyers without checking their ability to pay and Congress assured banks the government would buy up all bad loans.

Apparently Mr. Baldwin has an anger problem but I would bet his ex set him up for the confrontation. If she has custody and the child is 11-12 years old then the parent, the so-called adult, should make sure the child was available when her father called.
