Clearly both are trying to get rid of those of us with "dumb" phones.  I am on a plan with my brother-in-law and two nieces and we all have dumb phones.  We don't need or want smart phones, but it is almost impossible to find dumb phones anymore.  They're trying to get us to pay for something we don't need or want.
