Been to Manilla twice, 1991 & 2007 unless things have really changed, other than spit polushed government areas, the place is a pig sty. The people on the other hand were mostly happy, proud, helpful people, though like anywhere if sure there's some bad eggs.

Private companies in several states have already proven they can build rosds faster and less costly than the government.  Burst the bloat, vote out all incumbents in the next 3 or 4 election cycles.  Re-teach them that the power comes from the people, not the seats of their psnts.
