There is more to it than what you write here. Part of the reason costs go up is that colleges have become more institutionalized and commercialized competing for tuition dollars. The USPS is its own worse enemy. And, the author mentioning that the USPS is "not raising prices enough" shows that many others really don't understand the problem. The more they raise prices, the less mail they get.
