You justify software and entertainment piracy by stating that there are folks who steal but don't buy. That's a theory and not based on any fact or study known to man. In other words, it's not accurate.
PC physical copies started including DRM a long time ago. These things include keys, always-on requirements, and install limits just to name a few. With those changes came the download-only environment that PC games currently inhabit.
