The market, frankly, is an idiot.  It has turned from being a long-term growth medium to a quickie profit scam.  Reset the cap gains tax to 40%, decreasing yearly to encourage long-term thinking instead of next-quarter stupidity.  Ban derivitives entirely - they are nothing but legal ponzi schemes.
