Oh please, what else is there to know!? Some irresponsible, heartless jerk dropped them at the side of the road at night, they could have been run over by the next car approaching, or could be killed by predators like coyotes. He could have taken them to the shelter. Dumping pets is just cruel.

You are right, it can be painful in some cases, but in many cases it is not. In this particular case the pup came from a rescue that specializes in handicapped pets so I would trust them to have evaluated the dog and if its condition were painful it would have been euthanized. The condition is not painful (for this dog), it just handicaps the pup. If somebody is home all or most of the day (as the woman probably is) to keep the dog clean and to stimulate it mentally by playing with it, petting it, grooming it, massaging it, this dog can have a good quality of life. So they received this over a period of 10 years? My gut feeling would be that especially for foreigners, there should be a time limit of receiving aid, based on how long they worked in this country. If you can't get back on your own feet after that period, go back where you came from.
