The fine was not enough, plus he should have to pay for the treatment the kitty had to have  as well as re-hab.  I do agree that a cat out of doors is in danger. Other animals,  some wild , since we have encroached into their territory , see LUNCH !  Humans  should know better than to be so cruel.  I agree , set HIM on...more
