It's possible some of them are counting the escrow payment in their refi total, which could skew their data. If that's the case they didn't take the time to understand what they were doing, but that's hardly surprising.

Actually they will ding your score for a hard pull, but for some things like, say, a mortgage or refinance, they won't hit your score for a couple weeks after the initial pull.  This gives you time to shop around.  It's the truth.  I have experience with this.
