I think cutting Legislator staff by 50%, reducing the management head count by 20%. That should make up the bulk of the money and no one would miss it.

I like #2. Since the manager is the only one that can actually make a deal that is who I want. If the salesman goes to the manager more than twice I either ask for the manager or I leave.I came to buy a car not spend all day negotiating with someone that cannot make the deal.

I am not sure why this is a big surprise to anyone. People have always tried to scam the system for their selfish best interests and they always will.
