You make some good, rational points Larry. To the complainers, it's like any job. You should know what you're getting into before you accept the job. Government work has positives and negatives.
It's not lagging behind actual inflation numbers, not by a longshot. Now it may well be lagging behind whatever made up number you think inflation really is, I can't speak to that.
It's not at all unusual for careers to require constant relocation in the private sector as well. One spouse's career goals almost always have to be subordinate to the other's.
