Best and worst retailers for gift return...

Target and JC Penney isn't on here either.   I had a Target return, paid cash for it & had the receipt, after 90 days I got store credit, HUH?!?  JC Penney charges "re-stock" fees for catalog returns, even though they carry the same product in store, HUH?!?  NEVER shopping there again!
