Not according to my contacts.  They are hiring temporary employees.  Not full-time union eligible employees.  They also hire 360 people--they have to have 5 days off each year between assignments so that they can not go full time.

But the advice is pay the tax (to stop the fines and penalties) then appeal and file for refund.
