Actually, all this says is that Animal and Plant Health Inspection Service needs to make cuts that are consistent with previous statements about how the cuts will be implemented. There's nothing in this that says "make it as bad as possible"--just some inflammatory writing and distortion.

It was unprofessional.  Better to post a non-vent comment about the situation and seek input on how to handle it, or better yet, don't use social media to discuss business.
