Good parenting and discipline are the best cure all for bad behavior and refusal to pay attention! That said, there are some legitimate cases I'm sure. If someone in my family put their kid on drugs unnecessarily it would be a scandal. There is truth to the old saying, sometimes it takes a village to raise a child.
