No, I lived in Poquoson, Virginia and the hurricane was Isabel. and I mistyped the year. It was 2004. We have a major hurricane almost every year, not always destructive like Isabel. That was the worst since 1969.

As sad as it is that people, children especially, lost their lives due to this storm, they chose to live there. Just like I live on the east coast and expect hurricanes, I choose to live here. I would not expect the government to bail me out. Government mandated? It should be simple common sense.
