I think the point My Bank is making is that when you are challenged with either (a) work hard to get ahead and your incentive is to not do what you don't want to do, or (b) take what is offered and don't complain. One item that you may have over looked. The issue is that MANY don't pay taxes and get money from the federal government. That is why if everyone paid 15% on earned income then there would be more in the pot than taxing a portion of the people at above 30%.

Exactly. Let's look at what the home looked like before foreclosure and what it looked like after foreclosure. Usually the surrounding neighborhood is a depliction of what the house was like before foreclosure. This should be the basis of the report.
