In many states, like Maine, Arizona, etc, a very very large percentage of homes that were foreclosed were NOT primary homes.  They were home bought by speculators or as second/third homes.  These buyers made a poor investment decision and shouldn't be bailed out at all, certainly not with taxpayer money.  It is not eve...more
