Without seeing the budget they are living on the article is pretty much worthless.

The question should not be "should stores be closed on Thanksgiving?"  But "if the stores were open on Thanksgiving, would you go shopping."  If everyone stayed home the stores would close regardless of the day or holiday, but many people will go when they are open, so why should they stay closed?
