Social Security is already means tested or in other words taxed if you have higher incomes.  75% of my social security is taxed. Is this not the same S&P that made millions/billions aggregating and selling mortgage backed junk securities downstairs while rating them as AAA upstairs to everyone in the world ?  They said the upstairs and downstairs units worked seperatey of each other - Sure....
