The top 400 hundred income earners pay an effective tax rate of 17% in the United States.  That's about the same as an assistant manager at McDonalds. So as a first solution why not raise taxes on the wealthy to an effective tax rate of 35-40%? That would still leave them with a couple hundred million to fool ar...more
