What a waste of time and resources, likely funded by our overstretched budget. This has been know since at least when I was a kid 50 years ago and probably well before that. Why are we studying what is already known and common sense.

S'funny: My first reponse at the question was the employees of the IRS from top to bottom, and that is my second thought as well. Of course, I don't mean everybody, but if I was a gambling man I'd say that there is a higher percentage of IRS employees cheating than those from any other "legitimate" profession.
I'd sure like to take a chance on going broke after winning the big lottery - which will be much more difficult since I don't buy lottery tickets.
