The story doesn't say that anyone saw skin flakes or scabs falling in the food, but STILL I totally agree that the parents should have been getting the food for the kids.

I don't think these homes are supposed to be given away to the homeless. Tickets are $100 apiece, and sales are open to the public. If people with little money happen to win, then they need to deal with the financial implications. I think these people will still come out ahead whether they sell the home or whatever.
