Dual citizens fear wrath of IRS

Lets see... I fI understand this correctly.  Only 2 countries in the world require their citizens to pay taxes although they no longer reside in their country of birth or naturalization.   The USA and North Korea.  Wow... I guess all the other countries of the world respect the citizenship of their people?
