I think it should be common practice for any vet, whenever a dog is brought in, to ask where the pet as gotten from, then scan the micro chip and verify what the story was. Unless the parents cosigned the loan, death and second bankruptcy are the only ways to discharge the obligation of a student loan. If the loan recipient dies, nobody else except a cosigner is responsible to continue payments on that loan.
Pretty easy with hindsight to say what others SHOULD have known and SHOULD have done. Weird, yes. Illegal to put locks on your own doors in your own house? I'm not surprised the brothers didn't want to visit him. The brothers knew he was weird and a creep but unfortunately that's not illegal.
