It is an entitlement program. Any financial aid given by the government to private citizens to subsidize their income falls under entitlements. The disturbing part is people have developed the belief that retirement is a guarantee for everyone. It isn't and it's dangerous to believe otherwise.

Actually, nothing has to be cut. All they have to do is leave everything alone. Literally, if they would just leave everything alone the economy would fix itself with money left over.
